7-11 Committee Purpose

Prior to the sale or lease of District-owned property, the Board of Education must appoint an advisory committee consisting of no less that seven (7) members and no more than eleven (11) members in accordance with the criteria set forth in Education Code 17389. The committee's purpose is to advise the Board of Education in developing District-wide policies and procedures in the use or disposition of school buildings or space not needed for school purposes (Ed. Code 17387, 17388).The 7-11 Advisory Committee has the duty of reviewing projected District enrollment to determine the amount of surplus space and real property; establishing a priority list of surplus space and real property that will be acceptable to the community; causing to have circulated throughout the attendance area the priority list and provide for hearings of community input the community on acceptable uses; making a final determination of limits of tolerance of use; and forwarding a written report recommending a determination of whether real property is surplus and recommending uses of surplus space and real property (Ed. Code 17390).The Committee's recommendation is advisory only and need not be implemented by the Board. At the Board's regularly scheduled meeting on August 17, 2021, Resolution No. 2021-22/4 was adopted authorizing the formation of a 7-11 Real Property Advisory Committee.

Members were recruited and appointed by the school board in accordance with Education Code section 17389 which states that an advisory committee must consist of not less than seven (7) and not more than eleven (11) members, and must be represented by each of the following:
(a) the ethnic, age group, and socioeconomic composition of the district;
(b) the business community, such as store owners, managers, or supervisors;
(c) landowners or renters, with preference to be given to representatives of neighborhood associations;
(d) teachers;
(e) administrators;
(f) parents of students; and
(g) persons with expertise in environmental impact, legal contracts, building codes, and land use planning, including, but not limited to knowledge of the zoning and other land use restriction of the cities or cities and counties in which surplus space and real property is located
